In Phase 4 for Pre-Raid, you must mix and match different gear sets to achieve multiple 2-piece set bonuses. It's highly recommended to PvP until you reach Rank 10, as this unlocks your pre-BiS helm and shoulder options. Since you'll be farming Alterac Valley and Warsong Gulch for your crossbow and legs, you might as well push to Rank 10. Ranking in Season of Discovery is much easier compared to regular Classic. You'll also find that some previous phase gear remains useful for your Phase 4 pre-raid BiS setup.
