In Phase 4, raid gear is primarily designed for a retribution 2H or protection Sword & Board build. These sets are focused on specific playstyles and have minimal overlap between them. The Holy Shield and Malleable Protection are crucial for the Holy Shield engine, as both rely on defense skill beyond the base defense cap for your current level. With these, each point of defense can also provide 4 AP and 2 SP. The 6-set bonus is another important component for this spec. Without these items, the effectiveness of Holy Shield would be in question.
